Background:

Mongolian National Federation of Pasture User Group (MNFPUG) has conducted an opportunity and risk/barrier analysis on financial instruments and mechanisms to strengthen private sector engagement to implement National Adaptation Plan (NAP) and Nationally Determined Contribution (NDC) priorities in tannery as well as to identify the role of the private sector.

 

This includes cooperatives and other organizations in improving the supply chain of sustainably sourced raw materials by region. The analysis also focuses on efforts to enhance incentive schemes and organizational structures, as well as complementary public de-risking interventions to catalyze private investment and improve incentives for value chain upgrading, which is supported by the Support Programme on Scaling up Climate Ambition on Land Use and Agriculture through NDCs and NAPs (SCALA) project.

 

Objectives:

To discuss and validate the analysis and consultation findings with pertinent stakeholders (private sector, non-state actors and public entities), including identification of de-risking instruments to incentivize PSE to invest in NDC/NAP priorities (regulatory incentives, access to finance, capacity development etc.) related to the Tannery industry value chain.

 

Expected outcomes:

  • Validated findings: Confirm the accuracy and relevance of the analysis conducted on the Tannery industry value chain.
  • Stakeholder feedback: Stakeholders shall comment and agree on the key findings and challenges identified, ensuring a shared understanding of the current state and needs.
  • Recommendations: Specific regulatory and policy recommendations for the leather sector in terms of de-risking strategy for the related governing bodies
