The government's livestock tax law is based on the principle that the soum civil society representative sets the tax rate and decides on how to spend the budget. Mongolian National Federation of Pasture User Groups surveyed to inform herder’s opinion and interest to policymakers about the livestock tax.
The survey was conducted electronically by aimag and soum association of pasture user groups. Herders from more than 100 soums in 18 aimags, which are mainly engaged in livestock production, participated in the survey. The survey included 80% male and 20% female, 34% up to 200 livestock, 34% 201-500 livestock, 20% 501-999 livestock, and 12% herders with 1,000 or more livestock. 85% of them think that the livestock tax should be set, 47% think that it should be imposed on each type of livestock, 49% consider that it tax should be 0-2000 MNT, and 35% think that it should be 250-2000 MNT. 46% of herders suggested establishing a rangeland risk fund, while 49% said that it would be better to get feedback from herders every year and spend it on improving rangeland, water, and livestock quality improvement.
Fifty-six percent of respondents answered that a joint soum rangeland management working group could properly manage the centralized tax, while 29% answered soum association of pasture user groups and 12% chose soum governor should manage the tax.
