Strengthening Public–Private Partnerships for Sustainable Livestock Development and Value Addition of Raw Materials

Efforts to expand cooperation between the public and private sectors are being implemented at the local level to support sustainable livestock development, increase the value and market competitiveness of livestock raw materials, and strengthen the economic growth of herder households and local communities.

In this context, a Memorandum of Cooperation is being established among the Governor’s Office of Tsetsen-Uul soum in Zavkhan aimag, “Erdenet Carpet” LLC, the UNDP ADAPT Project, and the Zavkhan Aimag Pasture User Group Association to introduce a new collaborative partnership mechanism in Tsetsen-Uul soum, Zavkhan aimag.

This cooperation is aligned with Mongolia’s long-term development policy “Vision–2050,” the Government Action Programme, the Five-Year Development Guidelines of Mongolia, the State Policy on Food and Agriculture, the Law on the Legal Status of Herder Household Associations, the “White Gold” National Movement, and other related policy frameworks.

The partnership is also aimed at ensuring the sustainability of livestock production and developing supply systems for traceable, standardized wool, cashmere, and other livestock raw materials and products.

Within the framework of the cooperation, phased activities will be implemented to strengthen herder organization, promote sustainable rangeland management, introduce technologies and standards for quality raw material preparation, and enhance cooperation among herders.

By supplying wool, cashmere, and other raw materials to factories through organized collective systems, herders will not only gain access to more stable markets, but also establish long-term partnerships with processing industries.

This initiative is expected to make a meaningful contribution to increasing herder incomes, strengthening local economic circulation, supporting national industries, and promoting responsible nomadic livestock husbandry systems.
